pu is about to address a note to the Powers asking for re-opening of tariff conference owing to urgent need of funds. I have therefore asked for a meeting of colleagues this morning where I shall communicate to them a copy of part 2 of telegram No. 31 to Shanghai,
13 as amended by your telegram No.6 to Mr. Lampson and afterwards let Reuter know I have communicated a document to my colleagues proposing a new liberal policy
towards China.
